A collection of new laws are being proposed for Babylon Village and comments about them will be heard at a public hearing on Tuesday, February 27th at 7:00 pm in the Babylon Village  Municipal Building, 153 West Main Street, Babylon, NY.

Feral Cats

Two laws deal with the issue of feral cats in Babylon Village. proposed local law 0227PH-79-1 defines a feral cat as

any cat that is born in the wild and is not socialized, is the offspring of an owned or feral cat and is not socialized, or is a formerly owned cat that has been abandoned and is no longer socialized.

Proposed local law 0227PH-79-2 amends §79-2 of the Village code to read

No person shall harbor, keep and/or maintain within the Village limits any animal, wild animal, fowl, or feral cat, except as provided in Chapter 365, Zoning. The harboring, keeping and maintaining of household pets is not hereby prohibited.

With respect to this issue, Mayor Mary Adams said,  “People are trying to care for them and feed them. They are leaving plates of food for them near the park and this has caused numerous problems.”

Prohibition Of Trucking On Certain Streets

Proposed Local law 0227PH-343-19 prohibits trucking on certain streets in the Village and authorizes the placement of No Trucking Signs.

Trucking Usage is expressly prohibited on both north and south sides of Ralph Avenue off of Park Avenue, on both north and south sides of Livingston Avenue, on both north and south sides of Cadman Avenue, on both north and south sides of Litchfield Avenue, on Midwood Road, Beverly Road, Marlborough Road, and Frederick Avenue. No Trucking Signs at these locations will be placed.

Establishing The Position Of Harbor Master

Proposed Local Law 0227PH-34 establishes the position of Harbor Master in Babylon Village.  The law sets out the rules and regulations for the position and allows for the possibility of multiple Babylon Village harbor masters being supervised by a head harbor master and some or all of the harbor masters being armed if they are trained to the minimum standard required of police officers.

Harbor masters are peace officers as per New York Criminal Procedure code 2.10 and any Babylon Village Harbor Master would have all the powers of a peace officer including the power of arrest.

Parking Zone Districts

Proposed Local law 0227PH-365-12 is related to the establishment of Parking Zone Districts. The Village website refers to Village Code, §365-12, which sets out the standardization of residential building lots.  No further information is available at this time..
